Whenever I load another file or open a saved reset, the output PAR value is disabled and resets to 1:1, even though I have changed to i.e. 14:15
Is it possible to make it stay unchanged in these cases?

Unless you enabled "Crop/Resize->Misc->Misc->Keep output PAR" the output PAR will be reset on loading a source.
