QSVEncC:

both allow to signal luma/color range.
But QSVEncC is missing a checkbox under 'Adjust Color' to allow manually adjusting the range.
=> Uploaded a new dev where I added a 'luma' checkbox to QSVEnc, which should fix your problem.
