How can I define such a mask for a filter to affect only a certain Luma range?

Enable "Filtering->Vapoursynth->Misc->UI->Show 'Masked'-controls" to enable the masking controls next to the filters.

this would filter only values below 30 (8bit luma range as base). Adjust the limit to your needs, by enabling 'show' and checking the Vapoursynth Preview.

side note before you ask, you can change the order of filters under "Filtering->Vapoursynth->Misc->Filter Order/Queue". ([INFO] About Vapoursynth Filter Order/Queue)
