For both TIVTC with TDecimate mode 7 or sRestore you need a target frame rate, wild guess 23.976 since it sounds like your source is telecined or something similar.

Stick with default mode, read the tool tips and change the mode if you are sure. don't enable 'decimate after', but make sure to set the frame rate.

Without knowing the source, I would first use CAS.
