It always depends on the video if, for example (I mentioned this before), your source is a PAL that was created from a NTSC by adding duplicates or blends, using Delend/sRestore. 
If you got real interlaced PAL which, when bobbed gives 50 full different frames, you should re-think if 23.976 is really what you want and use use "Scale output frame rate" or any other of the option under Filtering->Vapoursynth->Frame->Reduction these will all drop frames to achieve 23.976.
"Speed Change" usually only makes sense if your source is 25 fps progressive.
