Since the 'problematic' artifacts seem to be chroma only.
Using SpotLess (no delta needed) + Merge with U:1 V:1
+ DeSpot
and thus avoiding the delta part will be less aggressive and should work fine too.

Just looked a bit further into the clip and you probably will have to replace some frames with interpolations to fix them.

Will look some more at this tomorrow after work, if I find some time.
Main problem are the artifacts around scene changes.

Side note: Why is this HD when it seems to be SD content,...
