What happens if you call:

inside a windows command prompt?

The Vapoursynth script itself looks fine to me:

My guess is that there is still something 'off' with D2VSource on your system.

Also try using another temp folder than the default one governed by Windows. (e.g. D:\Temp; under Config->Paths)
