OpenGL isn't used for video encoding at all. Smile (might be used by some filters which to some 3D effects)
OpenCL is usually used in a bunch of video filters.
That said, I don't know of any H.265 encoder that uses opencl.
For H.264, x264 supports opencl, but don't really show any (real) benefit.

Hardware encoders for H.265 from Intel, AMD, NVIDIA all use their own encoder chips on the graphic card, which can be used on Linux and Windows, but not on Mac.
Videotoolbox kind of promises to offer use these encoder chips (in a limited way; not all functions/options), but sadly there doesn't seem to be any documentation regarding what is supported on what hardware.

Most people I know nowadays use their mac to maybe import and edit/color grade content, but then export to a lossless format and then reencode on Windows or Linux machines into the target format.

If your hardware isn't supported by VideoToolBox (which is really feature limited) you seem to be out of luck on Mac when it comes to hardware acceleration for encoding.
