Seems these plugins are unusual and needs two components, as described manual:
libwaifu2x-w2xc.dylib and libvs_placebo.dylib should be placed inside /Library/Frameworks/VapourSynth.framework/lib/vapoursynth
libw2xc.dylib and libplacebo.72.dylib should be placed inside /Library/Frameworks/VapourSynth.framework/lib
This is the only way to make it work.
In current version of Hybrid installer package these plugins arranged in incorrect way by mistake. So if you need these filters, make sure you download and install them manually as described.
You may also use my custom made installer from other thread that installs these plugins in correct way.
