when choosing

the menu doesn't change

nothing is changing
Nothing under 'Crop/Resize' should change.
Like I wrote multiple times, the NVEncC setting only overwrites the default value set through the Crop/Resize-tab.
The command does change (to '--vpp-resize super' in your case), this is the only thing that should change.

what good upscaling old videos?
None of these is meant for super-resolution upscaling, better look at the Vapoursynth or Avisynth resizers.
If you have a modern NVIDIA card, I could also send you a link to Hybrids torch-addon, which adds a bunch of ai trained filters, like ESRGAN, BasicVSR++, SCUNet.
Also note that often before upscaling proper filtering should be done.

Side note:
'Old videos' doesn't say anything of the nature or the quality of the videos. So that statement, doesn't really say much.

There is no resizer that is named 'hardware encoder'.
I have no clue what you want to say by linking to the other thread about filtering an .avi file.
