There is no specialized filter for it afaik., but johnmeyer (over at videohelp; https://www.youtube.com/@johnmeyer77) might have a script specifically for those issues, since he deals a lot with old captures.
If it's light, SpotLess/Despot/KillerSpot and some of the denoisers might help.
When it's stronger: No hope, proper capturing is needed.
Folks over at https://forum.videohelp.com/ and https://www.digitalfaq.com/forum/video-restore/ can help with figuring out how to properly capture stuff.

You're right, I tried a different VCR and there is no bearding. Must be a problem with the other VCRs heads.
i have 10 VCRs... and just one of these is able to replace these black shadows/lines ... right now i don't rememeber what model is.. but is a cheaper one.
Best read a few threads over at https://forum.videohelp.com/ there are from time to time suggestions about what VCRs are good etc. I personally have near zero experience with VCRs since I usually get the stuff after it was captured, I just can tell what it should look like when captured properly. Wink
