Strange thing is that vsViewer is next to the Vapoursynth dlls and it should find them.
try whether it helps to add './Lib/site-packages' under 'Edit->Settings->Paths->VapourSynth library search paths'.
I also attached a vsViewer.config, please also try whether it works if that is placed next to vsViewer.

OK, I think we're getting somewhere.
I added the path. Clicking on VsViewer I get the error message: M:/job folder/tempPreviewVapoursynthFile16_08_07_550.vpy.
VsViewer now opens without the previous error message at the bottom.
It seems to be trying to reference an old viewer file?
Yeah, by default it tries to open the last file opened before.
Does that already fix the issue in Hybrid, that you had?

Sadly still no luck loading a ProRes file, Hybrid quits.
Loading the mp4 file of the same clip, preview still loads a grey window then quits.
I just had this message for the first time:
H:/HybridJobs/IN is unavailable. If the location is on the PC, make sure the device or drive is connected or the disc is inserted, and then try again. etc...
I was loading the files from an internal drive (M) that is connected.
No clue where that comes from, I got no H drive here so it can't be some setting I forgot,... (+ I never named something 'HybridJobs')
If the preview opens a grey window, keep it open, then open another vsViewer through Tools->vsViewer, this should contains the script the grey window uses, then press F5, this hopefully should show an error,..
Sadly the viewer window opens and then closes rather quickly.
I tried a different file, and I get this error:
Failed to evalute script.
Python exception: Failed to load C:/Program Files/Hybrid/64bit/vsfilters/Support/libmvtools_old.dll. GetLastError() returned 126.The file you tried to load or one of its dependencies is probably missing.

Does it work if you extract the attached file into Hybrid/64bit/vsfilters/Support?
