What does the Vapoursynth Script View show?
Looking at the file, that file is interlaced tff, thus you need to set 'Overwrite input scan type to' to 'top field first'.
Enabling "Filtering->Vapoursynth->Frame->Stabilize->FixFlicker" and setting "max. flash length" to 2 and "min. luma diff." to 0.01.
Seems to work fine here. (see clip)

I will try again.
Just tried it with your adjusted settings. Looks good so far.
Will try a few more clips, and then start with a full video.

PS. Tried it on 2 other videos. Flicker at the top of the video, otherwise it looks good. Second one turned out well.

Ok,
I did 2 full videos.
One came out great, however, the other one has periodic flashes (flicker) on long range shots of the camera. A third of the bottom flashes and then the top, at the same time.
It does not do it on close-ups, as far as I could see.

There are multiple things you can do:

You probably should get a bit more accustomed (read the tool-tips) with the FixFlicker and Hybrid in general to understand what it does when to maybe tweak the settings. (i.e. increase the 'max flash length' or figure out what course of action is the right approach.

- simply live with the occasional flash
- manually tell Hybrid to replace specific frames (Filtering->Vapoursynth->Frame->Misc->ReplaceSingle)
- try tweaking the the settings. With debug enabled, you can see the current average luma and the diff to the next frame.
Note that the goal would be to use values to catch all the flashes, while ideally not trigger the replacement for good frames.
One could even let the filter run multiple times or let it only run on specific sections multiple times. Hybrid has additional controls, which can be enabled through "Filtering->Vapoursynth->Misc->UI" and the Filter Queue for additional control over such things.
