Is there a way to avoid this pale line halo/ringing from happening when upscaling?

if the source already has those edge arfifacts:crop, remove artifacts (use Frame->Edge filters, but move them behind the crop), upscale, then add borders
if your source, does not have those edge artifacts: crop, upscale, then add borders
don't sharpen too much during upscaling or filtering
(remove the halos with a dehalo filter)
