After some more investigating the code of the plugin.
KNLMeansCL only accepts OpenCL devices with FULL_PROFILE. rusticl reports your RX 9070 XT as EMBEDDED_PROFILE (clinfo: “Device Profile EMBEDDED_PROFILE”), because radeonsi offers fewer image arguments than the full profile requires.
Sadly. nothing you install on the Mesa side changes that.
Options I see, atm. :

Ps.: will upload a new dev in ~1/2 hour which should stop offering KNLMeansCL on embedded-profile devices and thus automatically fallback to knlmvk or vszip.

Options I see, atm. :
- In the KNLMeansCL filter, switch Tools → NLMeans to knlmvk (Vulkan, should work with your RADV driver) or vszip (CPU).
- Install ROCm’s OpenCL runtime. (assuming it's available. It supports gfx1201 and reports the full profile, so knlm should work.)
- The next build will stop offering KNLMeansCL on embedded-profile devices.

Uploaded a new dev (Hybrid-2026.11.02.1-x86_64_oldGlibc) which should add the additional guards around klmn.
Let me know whether this version fixes the problem for you. (also try switching the Tools->NLMeans selection, depending on your system one or the other should be faster)

The guards seem to work on 2026.11.02, it only shows me knlmvk now.
klmvk won't work without ROCm either (it repeats the 1.3/1.4 version conflict error in the debug log), the vulkan instance stays at 1.3x because of the opencl mesa driver.
Ended up with kisak-mesa and ROCm to get klnmvk to run, but it does work now on 22.3! I'm not sure if kisak-mesa is strictly necessary, but here I am.
thank you so much for your help!
