What is splitted quantizer?How it works?

Like in topic title.I know what is quantizer bu i dont know what is splitted quantizer,and how it works ,and what gives.Thanks for reply.

Not totally sure about the context, but often in Video compression when encoding with constant quantizer you can either set one quantizer for all frame types or one per frame type,...

so how to set up splited quantizer when default constant quantizer for h265 is 28?

Typically you use a higher quantizer for P and B Frames.
So I > P > B. A difference off two per step should be a good start.
