Why isn't this feature available in Avisynth?

I never cared to implement it for Avisynth, no special reason. There are tons of filters only available in Avisynth or Vapoursynth.

If you understand how Hybrid and Avisynth scripts work, you can use it through one of the Custom sections.

In case you plan to use a Custom section, note that this filter/script will only work with 32bit Avisynth, since over at http://www.avisynth.nl/index.php/RedAverage is only a 32it version of RedAverage.
(this might be the reason why I didn't add it to begin with)
