I uploaded a new dev which will basically do no NVEnc check and just assume that any driver with 'NVIDIA' in its name supports NVEnc.

Not randomly! It's a "Frankenstein" card: a mobile gpu chip on a regular pci-e board)
Here, in Russia we have a huge community of enthusiasts who use chinese made motherboards for xeon processors, desktop motherboards with mobile processors soldered in, stuff like mobile GPU chips based graphics cards and so on... The official(!) median salary in my country is ~900$/month, so you learn how to be on a tight budget
Btw, I paid 160$ for this RTX3060m (mining editions with single display out cost ~130-140$), whereas, a regular RTX3060 6GB price starts from 260$
