I have no clue whether there is anything good, easy to use and free out there. 
Okay, simply copying the single stream into both channels is possible with Hybrid (using sox) and tons of other tools (ffmpeg, audacity,...).
https://www.monotostereo.info might be interesting and has tons of links and info about doing spectral analysis/editing in regard to 'mono to stereo'-conversions.
I also remember https://github.com/facebookresearch/2.5D-Visual-Sound, but never tried it and don't know of any GUI using it.
