Advice on settings for cleaning up highly compressed video

Impressive improvement.  I'll probably just stick with NTSC framerate.

Did you do any custom settings to get that result or just check the box next to "MC Temporal Denoise"?  If custom, can you show a screenshot so I can mirror it?

I clicked through the denoise tabs and am not seeing one for BasicVSR.  Can you direct me to where that one is located in the UI?

Thanks for the help.  My wife will be excited.  She loved this show as a kid and wants our kids to enjoy it, but wasn't thrilled with the video quality
