Suspect that De-interlace filters not getting correct results

In reading through many posts on the topics of 2:3 pulldown, duplicate frames, telecine detection, etc. I am learning but still do not have solution.  Our Host has posted many times on this topic with the summary that there is not one solution that always works for files like this.  But I still have hope that I can make things work to get the best quality without a lot of compromise.

I have even tried to use Davinci Resolved to remove the 2:3 pulldown, but so far no luck there.  I am no expert in Vaporsynth or Avisynth for sure, but I will keep trying.  Any help that can be given will be greatly appreciated.
