If you capture at 29.97 and your source is telecined, TIVTC usually is fine, but is will not help with the duplicate frames. (assuming there are more than there should be due to the telecine)

You should adjust the value, so that only real duplicated get replaced. The debug option displays whether the original was used or whether rife was used,... often values around 0.001 to 0.01 are good, but it totally depends on the source.
Would need an unprocessed sample to give a proper advice what I would use.
