Okay, neither HQDN3D nor RainbowSmooth will help with those since they are static on single images.
Only way to get rid of those is:
a. writing some custom script
b. using some machine learning filter like BasicVSR++ (maybe there is a model over at https://openmodeldb.info/ could also help)
Problem is, you basically need something that is meant to be 'destructive/creative'.
