[HELP] what's the best way to QTGMC Deinterlace with no loss by using Hybrid?

a original video file, 1080i, 7.46GB, i only want to Deinterlace and get the best quality 1080P file, so in hybrid need to set X264?

personally I would use x265, since for HD and higher resolutions is usually preserves more quality at the same bitrate.

and how the bitrate part setting?
encoding mode choose "average bitrate (1-pass)"?

If you want to keep the file at the same size (= average bitrate) better use 2pass encoding.

Bitrate (kbit/s): 17300. is it right to set the number 17300 base on the original file?

I would say: No, since you also change the format from MPEG-2 to MPEG-4 AVC/HEVC.

If it's mainly about preserving quality I would say:
forget the bit rate and reencode using a 'constant rate factor'.
Try on a sample to see which ratefactor preserves enough details for you while lowering the file size enough.
(I would recommend to start with values around 16-24)
