I want to know if there's any possible way to upscale video resolution , like for an example i want to convert a video from sd to hd ....and thanks

Yes, Hybrid does allow to upscale video.
Any of the resizers can do that, nothing special.
Typical resizers used for upscaling are:
  • for Vapoursynth (Filtering->Vapoursynth->Line->Resizer):
    • NNEDI3
    • Waifu2x
  • for Avisynth (Filtering->Avisynth ->Line->Resizer):
    • NNEDI3Resize
