8 bit plug-ins are OK for DVD and for DV tape sources restoration because it is usually 8 bit 4:2:0. All those very specific tools like Bifrost, DeCross, Vinverse are 8 bit only (example

But for analogue sources 8 bit is not a limit. More-less professional capture cards and codecs do native 10-bit 4:2:2 from VHS, Hi8 and any other tape source and it is totally different level of quality and color correction flexibility.
But anyway, why limit plug-in development with 8 bit from start? It is not convenient. Soon or late someone need some restoration tool for 10 but capture and oops, it transforms everything to 8 bit. Also (same as in audio) bit depth upscale for processing have advantages.
