Not knowing what you are doing, I can't say anything about it.
Make sure to enable the option before loading your source, also the 'cut support' will not work work NVEnc/QSVEnc/VCEEnc 'only use encoder' encoding.

There is no 'best' option, each has its pro and cons. Point resize just upscales with no additional filtering, other resizers will add filtering and thus change the output.

Under Crop/Resize->Base your set cropping, resize&co, you also can set the resize resolution and some standard resizers which are supported by FFmpeg, Avisynth, Vapoursynth.
Additionally, under Filtering->Avisynth/Vapoursynth->Frame->Resize->Resizer you can overwrite the standard resizer through a specific Avisynth/Vapousynth resizer.
