mmcv 2.2.0 for python 3.12 CUDA 12.1

Hello Selur,

  I was able to get "vs-basicvsrpp" working on R68.
  I compiled mmcv for Python 3.12 against CUDA 12.1 and torch 2.4.
  To get mmcv working on Hybrid I copied in Hybrid site-packages the packages missing respect to my environment "mmcv" (created ad hoc).

   It is working on my Hybrid installation.

   I attached the archive with the added packages (no wheel).
   Maybe some of packages added is not necessary, but to be sure...

   I hope that will work also on your side.

Downloaded the package, extracted it into my 'Hybrid/Vapoursynth/Lib/site-packages'-folder.
Calling:
python -m pip install -U vsbasicvsrpp
python -m vsbasicvsrpp
worked.

Did a small test in Hybrid.
With BasicVSR++ as reconstruction filter and as resizer.
Both worked. Smile
