"Only use encoder" needs to be enabled, which it is not in your sceneshot.

you need to re-select the codec and activate it, then it appears, but if the Qsvenc or Nvenc codec is installed immediately upon startup, then it does not show when activated

I do not understand what you exactly mean by that. (lost in translation ?)

I tried to reproduce this by:
  • Starting Hybrid.
  • Selecting NVEnc as encoder.
  • Enabling 'Only use encoder'.
    (with this, 'Deinterlace (NVEnc)' was available)
  • Saving this as default.
  • Restarting Hybrid
  • Checking 'Auto deinterlace handling'
with this, 'Deinterlace (NVEnc)' was available.

What steps are you exactly using?
I need to know the exact steps to reproduce and fix the problem.

Huh 
Probably the problem is in the Intel GPU, sometimes it becomes inaccessible === need a 2nd launch with refresh

and the Nvenc codec just said empty words, without checking
