Improve auto GPU select of --device auto (=default), to select unused device more accurately in multi GPU environment.
Slightly improve process startup speed by running file input and device initialization in parallel.

Will these changes not help your RIFE with its long startup?

a. RIFE != NVEnc
b. unless you have multiple NVIDIA cards, that option should not have any effect on processing.
No clue what happens, if you have multiple NVIDIA cards, you would have to ask Rigaya about that over at github.
(Does it use the less used one? Does it use the faster card? ...)
