Choice of GPU

PGood afternoon.
I'm looking at progressively upgrading my PC, aiming towards more effective video upscaling. This year I'll focus on the GPU, my trusty old GTX1660 showing its age.
I'm looking at either a RTX4060 Ti or RTX4070. The 4060 can be bought with 16GB VRAM, while the 4070 only offers 12GB, but has significantly more cores.
Most of my upscaling will be DVD to 1080 or 4K. Currently I'm favouring REAL-ESRGAN for the model.
Based on people's experience, what would make more sense? I like the 4070's specs but are concerned about whether or not 12GB would be sufficient VRAM.
Appreciate your thoughts.

While the 4070 might be faster (–30%), the 4060 would allow running more demanding models.
I would go with the 16GB VRAM.
