found a fix - but it will only help at 2xFPS or more, but not at 48 or 50 to 60

deinterlace - "mandatory" with BoB

Independent of the target frame rate, if you source is interlaced (not telecined, field shifted, progressive,...) you should bob deinterlace to get progressive frames,..
