Advice on settings for cleaning up highly compressed video

I have some DVDs where they crammed a LOT of episodes on each disk resulting in some serious issues related to video compression.  I usually just leave video as-is, but this is bad enough that I'd like to experiment with some filtering.

Based this image (see the dog's face), would you be so kind as to recommend which filter(s) would give the best chance of improvement?  Is this a problem that requires deblocking?  ...or something else?
