Okay,... that is strange.
There is a python.exe in the folder right?
There should be files like:

No sign of Python.exe in the folder.

Then something must have gone wrong during installation.
Something on your system must have prevented the installation to work properly.

It's Windows 11 which I really don't like. Could some part of the OS be blocking stuff?

I'm using Windows 11 just fine here, didn't mess with any security settings, so I doubt it's a general Windows 11 thing.
Maybe Windows Smart App Control, for some reason is running wild on your system,...

Check Settings > Privacy & security > Windows Security > App & browser control, disable Smart App Control, deinstall Hybrid and reinstall it again.

Hmm,... best check the other settings there. I have no clue what it is blocking the installation of part of the files on your system.

Maybe the exploit protection is running amok. I can't reproduce this on any of my Windows 11 systems,...

I'll try a reinstall.

Still no luck, same pipe error message. Sad

The only other software I installed is DVDLogic's UHD Kite Java.

This is really strange,... I packed the content of Vapoursynth into a separate download, this way as a workaround you can take those files and put them in your Hybrid/64bit/Vapoursynth folder.
This way it should work, but it doesn't solve the problem why this is happening.

Maybe check the "Event Viewer", whether it contains any info about this.
