Just in case if someone still interested. There is a solution for DVDs with problematic VOBs with mixed settings:- Extract DVD to single .MKV file using MakeMKV.
- Remux .MKV to .TS using tsMuxerGUI
This will set Frame rate to 29.970 (29970/1000) FPS and remove those strange "virtual" "Original frame rate" and "Variable frame rate mode" tags, so you can normally open file in Hybrid, set input to telecine and use TIVTC.
