In addition to my previous post. I know that there are some settings in Hybrid that in theory allow to bypass VBR tag in .VOB files (Config->Input->CFR Input and Config->Internal->Prefer Original Framerate), but in reality it don't works. If use these settings, some frames repeats during telecine, and movements became not smooth. So the only way to fix this problem - remux .MKV to .TS
Also i find one more interesting unusual example. Animation on NTSC DVD. It tagged as Top Field List, but visually looks like Progressive and seems it is true 29.97 (not telecine). But there is a problem - some interlacing is visible during scenes fade in/out.
So i find a very simple and effective way to fix this problem: set input to Progressive and apply Frame->Misc->Vinverse filter to fix interlace in in/outs.
