Could you please guide how to identify the system wide installation of Vapoursynth so i can remove that one from my machine.
IS this you are mentioning about the Vapoursynth system wide?

If "Start > Settings > Apps" lists Vapoursynth uninstall it.

Hi Selur, I have removed those two Vapoursynth from my machine as i shown in below screenshot.Please Confirm for the same.
Now do i need to re-install hybrid dev with vapoursynth?

Yes, that is an old Vapoursynth release, that could cause problems. (Especially since it's R63 and a lot of changes happened in Vapoursynth with R64 and Hybrid dev uses current R65)
Can't say anything about the 'Vapoursynth/AVISynth File System Support Package'.

Still I am getting the below error while previewing the Avisynth preview 

"\Hybrid Temp\tempPreviewAvisynthFile20_19_02_868.avs, line 19)
Avisynth preview error: -> ChangeFPS: Ratio must be less than 10 for linear access. Set LINEAR=False. (E:\Hybrid Temp\tempPreviewAvisynthFile20_19_48_036.avs, line 24)"
