Hmm,... after some googling: icu.dll is a part of Windows and should come with Windows.

Windows 10 Version 1703 (Creators Update) was released on 11. April 2017,...
ICU was first distributed as two system-DLLs icuuc.dll and icuin.dll and with version 1903 (Update from Mai 2019) these were combined to a single icu.dll.
=> your system should have this and unless some virus scanner or similar is blocking access to it, something is wrong with your setup.

Are you sure your Windows 10 install is okay?

You might want to run:
sfc /scannow
to:
  • scan all protected Windows system files
  • replaces corrupted or missing files with cached copies
1. Check health
DISM /Online /Cleanup-Image /CheckHealth
2. Scan health
DISM /Online /Cleanup-Image /ScanHealth
3. Repair health
DISM /Online /Cleanup-Image /RestoreHealth
run
sfc /scannow
again.

my system is win10 x64 v1809, is lower than  version 1903 you said, don't have this file.

i copy icu.dll from Karing folder to Hybrid folder, Hybrid can work now. And I tried encode AVS3 to H265 works fine, but still can't encode AVS2, when start it displays some "not ready, retry later", then muxing crashed, and job state is CRASHED. Help

Nothing I can do about it, sounds like BestSource can not decode it.
You check if the Vapoursynth Preview works, if it fails its probably BestSource not being able to decode the source.

you told me to choose NO-xynth, then can work. Vapoursynth Preview is valid? AVS3 to H265 is OK, AVS2 to H265 can't work.

NoSynth uses ffmpeg.
Vapoursynth uses BestSource
Both use the same decoder libraries. Remember I especially askef for them to be added to BestSource,...

but when i choose NoSynth, AVS3 to H265 is OK, AVS2 to H265 still crashed.

do i need to try to change Nosynth to  Vapoursynth?

If you use Vapoursynth, make sure to use BestSource as source filter, but it will not decode stuff that ffmpeg can't decode since they in the backend use the same libraries and from the looks of it those libraries do not support your avs2 files.
The samples from https://github.com/xatabhk/avs2-avs3-video-samples worked fine for both ffmpeg and BestSource.

why avs2 avs3 you work well, and only avs3 works fine for me. is there any way to encode AVS2 to H265?

Seems like the avs2 sample from https://github.com/xatabhk/avs2-avs3-video-samples differ from your avs2 files.
test5_avs2.mkv works fine here.
I suspect that 8bit avs2 is supported, but not 10bit.
Unless libdavs2 supports it and that updated library is included in BestSource/FFmpeg it (BestSource/FFmpeg) can't decode such files.
=> nothing I can do about it.
