I have no clue how Vapoursynth behaves nowadays on different Linux versions.
I haven't used this for ages, but try what happens if you set:
in your misc.ini, in theory Hybrid should try loading the libraries explicitly, but that will only work if the names are correct.
Like I wrote, I haven't used this for ages and I'm not totally sure it even still works, so check the Vapoursynht Script View to see whether Hybrid even does try to load the libraries explicitly.
